[PPRAANet] Update info for Time Change on Sunday

Thanks for the info, Dick. However, my thinking at this point is to 
implement a bold plan of passive resistance in my household against this 
silly and ineffective action by the US government. We will ignore the 
change in DST date and let our computers be off by one hour for the next 
few weeks. Expect my email messages to have the "wrong" time on them 
during the transition period. Following this approach with all clocks in 
the house has the added benefit of being late to work and missing many 
boring meetings. I would think people that are retired would find this 
strategy to be especially practical and appealing.

What if they changed the Daylight Saving Time date and no one showed up?
