The folks up in Denver recently had a nearly-identical problem with a
railroad transmitter (it believe it was also a BNSF -- Burlington Northern
Santa Fe) causing interference with the Denver amateur frequencies.  I
don't recall the exact resolution, although as I recall, they contacted
the railroad with the specifics and they took care of the problem.  I'm
copying some people that, as I recall, were involved in resolving the
Denver problem -- perhaps they can provide the necessary details of the
actions they took.
