[PPRAANet] PPRAA Simplex Net Alternate Frequency Correction

Previous email incorrectly noted the alternate
frequency for the PPRAA Simplex Net.  The correct
alternate frequncy is 146.55 mhz.  The alternate
frequency will be used only when the primary frequency
is busy at the beginning of the net.  The primary net
frequncy remains 146.58 mhz.

Primary frequency = 146.58 mhz
Alternate Frequency = 146.55 mhz

My thanks to Rick, K0SU, for helping to get this
worked out.
