As everyone knows by now, it is back on the air.

I spoke to the owner and he had been trying to repair it since Monday, but 
could not get to the site due to extreme security measures post-9-11 plut 
no provision for hams. The external controller had failed, so it is now 
running on its internal controller.

The repeater does not have battery backup due to a technical issue 
involving antenna equipment it relies upon that is not part of this 
repeater system. There are plans to fix this, but no time estimate.

It is also pretty clear that the City of Phoenix has not done a good job of 
allowing hams access to sites on South Mountain. They issue two passes per 
site owner, but hams normally do not own sites there (since they cost a 
whole lot of money plus a $5000 licensing fee per year). Thus access may 
continue to be a problem.
