[PHX-Skywarn] Storm Reports

The NWS  Phoenix spotter line has an "Automated Attendant" feature that can be
turned on during  good weather situations,  and cancelled during active weather
and severe weather situations.   I came on duty Thursday afternoon and
cancelled the  recording, and caught Mike's spotter report that had been
recorded only about 10 minutes earlier. We should have switched it over
earlier.   SORRY!
In the future,  should this happen again,  just leave your report including the
time, your spotter ID and weather---as Mike appropriately did.  We will play
back the report at a later time.    The main phone number for all other purposes
