[PHX-Skywarn] Broadcast Tone

The tone you were hearing on the audio was sent by the transmitter
(automatically) to tell us (the Weather Forecast Office electronic technicians)
that the transmitter had shifted into low gear -- low power, due to an outage
problem. The problem was a blown fuse, which was replaced.
