I belive both your problems are related to the serial
cable you are using.
The Icom software need hardware handshake and uses
CTS/RTS and whatever to achive that. Your cable probably
is a 3-pin cable with only TX and RX data and ground
that lacks handshake signals.
The pcr1000 needs a "keep alive" pin (DTR?) to be
active to not switch itself off. That signal are
probably also missing from your serial cable.
Do not use adaptors and strange (Mac?) cables. Buy a
standard $2.99 full 9-pin serial extension cable at
nearest computer shop.
