[PCR-1000] EPROM issues

Only the US version has cell blocked.  You can buy un-blocked versions from
several Canadian companies who will ship it to the US.

FYI: Simon Browns "Ham Radio Deluxe" version 3.1 now has code to support the
PCR-1000 and the TenTek receivers.  Best part is thats its FREE.  Just
download it.
