[PCR-1000] APCO 25 Software/data slicer for ICOM PCR 1000?????

I have heard of a group of people that claim to be able decode the digital
voice portion
using a recorded wave file of the APCO 25 transmission.  But not decoding
live off the air...
That is all I have heard so far...  But haven't seen the program...
