no, but if you're on a super-tight budget you can use almost any old 
DOS-based PC (down to DOS ver 3.1) to control a PCR-1000 very well:

typically, such old computers can be had at hamfests and garage sales for 
around $10 -- or free from the trash!  even a monochrome monitor will work 
with this setup.

i just bought this software, having been impressed with PROBE7 for the 
Optoelectronics Optocom scanner.  PROBE1K runs circles around TalkPCR.

if anyone on the list is going to the Dayton Hamvention next weekend, Perry 
Joseph will be demonstrating PROBE at Optoelectronics' booth.  Last year at 
Dayton, Optoelectronics showed off it's newly updated Xplorer nearfield 
receiver which can reaction-tune the PCR-1000.  so if you're heading to 
Dayton, it might be worth stopping by both Optoelectronics' and Icom's 
booths to see what's new on the PCR-1000 scene.
