[PCR-1000] talk PCR ME problems

I've never had any problems with TalkPCR on WinME.  Other radio-related 
programs, yes -- for example, I'll start to get unreasonable 
out-of-resource-related crashes shortly after running MMSSTV, even if that 
program is no longer running, and sometimes even after running WXSAT, which 
is so well-behaved that I can run it in a Windows emulator on Linux.  And 
these problems persisted even after I more than doubled my memory.
