[PCR-1000] improved ULS data search engine up for testing

For the scanning buffs on the list, I'm making available a ULS search
engine that I've been working on recently. I'm tentatively calling
it "PULSE", or Practical ULS Search Engine. It currently lets you
display all (human-usable) data relating to any commercial or ham
callsign, search for all callsigns associated with a licensee, search
for frequencies and locations in a city/county, or within a
geographica area specified by latitude/longitude, and a few other
related queries. The tables it generates also provide map links for
displayed transmitter locations.
For the time being, documentation is lacking, and the database only
includes entities/locations in the states of California, Nevada,
Arizona, and Utah. The start page is http://arpa.org/pulse/
