Satellites use an AM modulated subcarrier.  The resulting signal is then
transmitted on VHF or in the L-band using standard FM modulation.
The RF carrrier is frequency modulated with a deviation of +/- 17 kHz
(NOAA).  While the Meteor satellites transmit with a similar deviation, the
Sich and Okean satellites have less FM deviation.

Bottom line.. you receive them in FM mode
