[PCR-1000] PCR 1000 control program

In summary:
1) In the tracking program, you enter the frequency of the object/satellite
you wish to track
2) the tracking program calculates the change in frequency for that object
using the Keplarian elements
3) the tracking program (magically) feeds the frequency to WispDDE via the
DDE interface
4) WispDDE sends the adjusted frequency to the PCR-1000. As the object
moves, the relative frequency moves, and it keeps updating periodically.
Using the Wisp tracking program to feed WispDDE, you can do some fairly
elaborate scheduling of multiple satellites (set their priorities, tell it
to ignore passes that are below some elevation threshold, etc.)
Additionally, such a setup allows you to do some automated tracking of the
satellites with rotators and directional antennas. Here is my homebrew

Admittedly, Doppler adjustments may be overkill for the weather satellites,
but if you *can* do it, you might as well ;-)
