[PCR-1000] Link to: Motorola Type ll to Type l Fleetmap Prediction Utility

This little Utility takes Motorola Type ll TalkGroup IDs and converts them 
to a Type l Fleetmap format.
Looks very helpful to those of us using TrunkPCR and trying to figure out 
the type l fleetmap.
