You don't need to worry about using the 'third party' software to read the
EEPROM voiding your warranty or making the radio ineligible for service.
There's no way Icom can really tell you've done it.

As far as RX being functional and the bandscope not working right- that's a
new one on me. Usually the radio will be pretty deaf on several VHF and UHF
bands if it's EEPROM problems. HF works, just not quite as well in some
bands. If the entire bandscope shows small signals all the way across the
screen, that's usually a sign of EEPROM problems. Just lack of sensitivity,
I don't know. The bandscope is a strange animal. I think I remember from
reading the service manual, they get it's signal from the AGC line in the
radio. I know from experience a very strong signal on an image frequency
will suppress the readings all the way across the bandscope range and a very
strong signal just outside the visible bandscope range will do the same.. Of
course you know the bandscope isn't supposed to work in USB, LSB or CW
mode...
