[PCR-1000] registration key for Talk PCR question

Copy the key file to the same directory that TalkPCR is installed in.  =
Note that the system's Registered user and Organization needs to be the =
same as before, because the key uses this info.  If you re-installed the =
OS using a different registered user/organization, the key won't work =
and you'll need to get a new key.=20
