[PCR-1000] Grounding orientation

I don't know anything about what the code specifies but I have never
seen an AC socket oriented with the ground pin up but I agree that it
should be that way.  A bobby pin fell off of the back of my daughter's
dresser and fell across the live pins of a lamp plug that wasn't all
the way in. This resulted in a blown breaker and big black mark going
up the wall above the receptacle.
