[PCR-1000] Radio Construction Kit

Does anybody know if there is a 'radio construction kit' available for
any of the programmable radios? I thought I saw something years ago that
let you design your own 'front panels' with WinRadio. I was wondering if
there was a similar piece of software that would allow you to drag and
drop 'skinnable' controls onto a template and have those controls talk
to the PCR-1000 (or similar radio).

I thought it would be very cool to be able to emulate an old Motorola
service monitor I used to own.
