[PCR-1000] WeatherFax 2000

I've never used Weather Fax 2000, so I don't know what it does with the "SSB: 
-2000" parameter, but with the other programs I've used it is necessary to 
tune the radio 1.9 kHz below the nominal frequency to produce the correct 
tone.  For example, instead of 4481 kHz I would tune to 4479.1 kHz USB.  
(Almost all fax stations use USB even on lower frequencies.)
