No, it SAYS that any European version can be unblocked.

There is a different microprocessor in the blocked version. You can't enable
a choice that isn't present.

Japanese receivers come with almost 120MHz of various blockages that is
easily circumvented. However, Japanese transceivers cannot, not, not be
unblocked to TX out of band. The option is simply not present in domestic
transceivers.
