[PCR-1000] Administrivia: Change to List

While there weren't a lot of votes on the list configuration (reply to
list vs. reply to sender) the responses favored sending replies to the
list by about a 2:1 margin, so I'll make it so.

I did get a lot of interesting insight on the pros and cons of both
sides of the issue; definitely not a clear-cut case either way, nor
is it a "one-size-fits-all" issue.

Personally, I've never liked the reply-to-list default, because it's too
easy to send unintended material to the list.  But, at least those who
responded definitely knew how to compose the appropriate reply.
