[PCR-1000] Administrivia: List Configuration

I too think that the "reply" option should be to the list as such. The
standard situation in my opinion is to reply to the list, and in those few
cases I might want to reply to someone directly, I will gladly enter the
individual member's address manually. I hardly ever react to someone
directly (except on this list by [de]fault) and this is a confusing
situation, since the other mailing lists I subscribe to all reply to list,
so that quiteoften a reaction of mine never reaches the list, whereas I had
intended it to. This does reduce the noise-ration on this list, but it also
may prevent the other members from getting useful information, which they
might also benefit from.
