[PCR-1000] Win XP and Icom Software

The EEPROM is used during manufacture (and service) to 'tune' the radio.
Tuning compensates for the minor differences between components as in all
radios.

Most electronic manufacturers discovered some time ago that chips and
software are cheaper than pots and coils.

In addition, the radio is then tunable with an automated system - just like
an automatic antenna tuner.

Features can also be added/subtracted - clever marketing - by building all
models the same and just adjusting the software.
