  When you say "pcr-1000 softwar" are you talking about the brain dead
win3.1
software Icom ships with the radio or something else?  If it's the Icom
software,
it probably isn't realizing the com port even exists because it's making old
style calls to the O/S.  Try a copy of TalkPCR as an experiment, it should
work
fine.
