If your receiver is recent vintage USA model, the processor's internal
program has been modified such that the radio ignores the jumpers. There is
nothing one can do to close the gaps on such a radio unless he can replace
the processor chip with one that has the old microcode. Changing the jumpers
has no effect.
This is no big loss, listening to noise of digital cellphones is boring.
