Unless you live in the city of Little Rock you will fill out the Filed 
Situation Report as though you are *NOT*** in the affected area.

Often exercises "affect" a larger area than the governmental boundaries 
of a city or county.   That is *NOT* the case for this exercise.   You 
are _affected_ only if you live in the city of Little Rock.
