[PBARC] Moving of the 442.175 DMR repeater

Mike -
Usually there is an obvious consensus and that is how we move forward.
In this case it might not be as clear. In that case we may have to
resort to other means to decide what to do. Others can voice their
opinions but it is current members that decide what is done.
