Specifically, two complaint PDFs filed from Theodore Rappaport N9NB has him mostly call out PACTOR but also ARDOP in the second PDF as being a proprietary and "hidden" technology. He specifically complains that Winlink traffic is obscured from being properly monitor able per Part.97 rules. "Expanding the use of certain digital transmission modes, such as Winlink used with PACTOR, requires NSA-like skills for third parties to monitor for understanding and will have long term domino effects on the entire amateur radio ecosystem" G8BPQ's version of ARDOP *is* a full document of that mode and the "obscure" complaint is probably Winlink's use of Huffman compression that has been in common use by packet BBSes since the 1990s. It's very interesting to me that he's using these complaints to hold back the repeal of the current maximum symbols per second limit we have been suffering with on HF digital modes. While I don't like the fact that patented technologies are on the airwaves, N9NB's arguements that these various forms of data traffic cannot be easily decoded is flatly incorrect. Also don't forget, when first invented, single sideband (SSB) radio transmissions were also patented yet were on the airwaves. The proposal would eliminate the current 300 baud limit on HF digital transmissions and replace it with a 2.8 kHz bandwidth limitation. We're in favor of this for many reasons, mostly because the advancement of the radio art is impeded without it, but for most Winlink stakeholders it will allow Pactor 4--finally--in the USA. There has been a concerted emotional campaign led by Ted Rappaport that has stampeded many to make negative comments on this in an attempt to block this important step forward.
