[PBARC] 442.175 repeater back in service

Thanks to the efforts of KC5MN the 44.175 repeater is back on the air.

I want to thank Bill for his efforts and getting this repeater back on 
the air.  Lightning is a strange animal and can and often does weird 
things to electronics even if its not a direct hit.  He put in a 
significant amount of time troubleshooting both the repeater and 
controller, ordering  parts, and then getting the repeater back in service.
