[PBARC] Echolink on 442.175

For the time being, echolink is available on our 442.175 repeater.   
This usually last until Microsoft applies some updates to the OS.   I 
thought I had it setup where it wouldn't apply updates but I guess I 
will need to check again because it rebooted after getting the latest 
round of updates. This machine hangs in the POST and requires manual 
intervention to "finish" the boot process.
