[PBARC] Repeater updates

To let everyone know what is going on with the 146.700 and 147.240 
repeaters:

Both are experiencing controller problems. 

*Regarding the 70 repeater*: KC5MN has tirelessly worked the ARCOM 
RC-210controller that was on the 146.700 repeater.  An audio IC may be 
our solution.  If not we will look at options - up to and including 
replacement.

*Regarding the 24 repeater*:  We are pretty certain that the issue is 
with the controller. The old CAT 300 controller that was on the 146.700 
repeater has been retrieved and will be installed on the 24 machine 
since this controller natively supports an autopatch, which is still 
being used.   I will hopefully get by Earl's tomorrow and we can wire in 
the CAT controller and hopefully have 24 back on the air by late 
afternoon, if all goes well.  Some post installation setup may be 
required to set the ID and other basic functions.
