[PBARC] Severe WX update

I really do not have a lot of changes to what I wrote yesterday.
>From tonight through Thursday, the most likely area for heavy rain will
be western Arkansas. For Friday and Saturday, the emphasis for heavy
rain will probably shift to northern sections of the state.
A Flash Flood Watch will be in effect through late tonight for Little
River, Sevier, and Howard counties in southwest Arkansas.
By the end of this week, I think the most likely rainfall amounts in
western Arkansas will be 1 to 3 inches, with a possibility of local
totals to 5 or 6 inches. There is some chance, however, that the
heaviest rains will remain in eastern Oklahoma. Eastern sections of
Arkansas will probably pick up 3/4 to 1 1/2 inches of rain.
Isolated severe thunderstorms will be possible each day from early
afternoon through early evening, with wind damage being the main threat.
I will issue the next message around 9:30 AM Wednesday.
