[PBARC] 146.700 Repeater - "down"

The PBARC repeater is "down" - the announcements go out and it responds to some of the keyboard commands but it won't repeat.  This behavior was noted shortly after the announcement were turned back on after last night's net.

I've rebooted the controller with no change in behavior. Work commitments are keeping me from being able to investigate much further right now.

I'll keep you updated on the progress of its return to service.  For tonight's net, we should probably use 146.700 simplex or use another available local repeater - 147.240.
