[PBARC] 442.175 Relay hang

It looks like the 442.175 relay has hung.  The repeater performs as
normal but the transmit seems to be hung.  We are going to try a power
cycle and see if that clears it.  If not, I'll schedule a visit to
replace the suspect relay.
