As of about 1100 17 Jun 2005, the 146.700 (K5DAK) repeater was returned to service.  It appears that the receiver went down.  A simple replacement of the receiver solved the problem.
 
The only minor issue that remains is that there is popping of the speaker in the transmitter at the repeater site whenever the transmitter is keyed or unkeyed.  This shouldn't be a big issue as the building is not typically occupied.
