[PBARC] Weather system

The weather system is off-line until I get a few more power runs to the
controller.  I expect that to be either tonight or tomorrow.

The missing part right now is the run from the tower back to the shop. The
rain gauge and anemometer (wind gauge) will be mounted on the tower up about
15 to 20 feet. Getting the signals back to the weather station "head" is
about 100' run and may require a 3 pair run.  I'm looking at it.  

Bottom line, I expect the weather station to be fully functional by the end
of this weekend if all goes well.
