Using the same radio as yesterday (that was marked as having a power out of
38 W), the Bird was placed at the t-connector going to the antenna.  Using a
dummy load today, instead of the antenna, the following measurements were
made:

Pf = 38
Pr =  3

SWR: approximately 1.8:1

This pretty much confirms K5ECJ's thought (and the thoughts of others) that
the problem is either antenna or coax.  The majority are thinking it is
antenna.
