[PBARC] 440 Repeater

The 440 repeater went down today due to some building electrical work at the
repeater site.  The exact time that the outage started is not known.  The
outage was for several hours and the work was finally completed around 1740
this afternoon, when the repeater automatically returned to service.

I have found a way to setup the  controller to announce when it is on
emergency power so that we will know that we've lost power.  I will work to
implement this in the near future on both the 440 and 70 repeaters (and of
course, the 147.165 machine as well)
