[PBARC] Change of Frequency for PBARC Net tonight - use 147.240+

Please plan on moving to the 147.240+ repeater for tonight's PBARC net.  The
146.700 repeater is deaf and we have some information that we need to share
with everyone and the 24 machine will allow for an easier exchange of this
information.
