[PBARC] Contrary to popular belief...146.700 is NOT down

Contrary to popular belief the 146.700 repeater is NOT down.  It is
extremely deaf and I've found that if I'm more that 1/4 mile away from the
repeater site, it won't hear me.  Transmitted signals are weak as well.
