[PBARC] Wind Gauge update

All -

I checked the wind gauge today and physically it looks fine.  I checked the
electrical and it seems that we aren't getting pulses between pins 1 and 4
but we are NOT getting pulse between 2 and 3.  The troubleshooting guide
suggests a cabling problem if you aren't getting the signals. 

It appears that I need to bring the wind gauge down and test it directly
eliminating the extension cable and coupler as being the problem. If direct
testing of the unit doesn't yield wind speed and direction, I will suspect
the wind unit itself and will begin a warranty replacement.

I will keep you informed as I proceed.
