[Park] Assistance requested

I received telcon and email from Adam Farber W4AJF..

He mailed a check for $1,095 in payment for gear advertised on QTH.

No radio received, check cashed, no phone calls answered, etc...
Several explanations, different, to two local hams. Fedex tracking # 
lost, (Fedex sez no shipment rcvd).

Does anyone know or is familiar with:
