[PaQSO] 2018 Rules and Awards

Please note that the 2018 Rules and Awards have been posted on the website,
http://paqso.org .  As mentioned previously, considering the limited amount
of time until the Party in October, it was our intention to not make
significant rules changes, but rather clarify and cleanup rules where
possible.  Please let us know if you have questions by posting here, or
email me at anthony.good at gmail.com .  (I'm in the process of getting the
info at paqso.org address configured for me to monitor and respond.)
