[PaQSO] PaQSO Club Rules

The rules for club participation as that everyone belongint to a
particular club is eligible to submit their scores and have it apply
to the club total. Examples are operations at a club station,
individual members operating at home, or mobile. At scoring time, all
of the scores for a club are summed up.

All of the individual scores are eligible for certificates, etc.

The most important thing is to let us know that you are a member of a
particular club.
