[PaQSO] 2016 Plaque Sponsors, Unpaid

There are many plaques that are as yet unpaid.  Some of them are
traditionally historic plaques that have been offered for many years while
others are new.  Below is a list of those that have not yet been paid for
the 2016 event.

In some cases I know that responsibilities change in a club and these
things get lost.  Other times we are all quite busy (and I didn't do a good
enough job with getting this info out to people/groups in a more timely
basis).
