[PaQSO] Rules update

The PAQSO Party Rules have been updated at:

The main difference between this year and last year is that we now have remote class operations, County Line Stations are now eligible for plaques, and there are several more plaques available. 

The pdf Summary sheet is not updated yet, as it must get a major overhaul.
