[PaQSO] W3CG plans

We know that we are not likely to operate mobile from more different
counties (32) this year than we did last year. Inspired by the new County
Line Plaque, the growing W3CG group (WA3A is joining AA2AD, and N3KZI) is
planning to position ourselves at the four-county intersection of Elk,
Forest, McKean, and Warren. This decision is based on the results of two
extended reconnaissance missions and test operations. We have located the
surveyor's marker and are discussing antenna options in the face of
significant challenges.
