I think there will always be those who Would prefer to not do code, even when we had the code requirement there was this preference.
Down in numbers is probably due to more activity on ssb, its hard to leave high activity on ssb when your rate is exceeding the number of points you would earn on cw. It simple math.
You can dig deeper down into this but amatuer radio as whole is deminishing. Due to life needs as well as advancement in technology.

Contests that are a battle of bank accounts don't really appeal to me. I
think a good entry point is Straight Key Century Club (SKCC). They're a
very welcoming group and their contests are fun and at reasonable speeds.
You can go casual or compete. Their exchanges are a bit long for the
typical contester, but there's just something wholesome and satisfying
about a straight key contact. They have a graduated membership number
suffix thing where you get a letter on the end of your membership to denote
accomplishment, which is a subtle badge of honor and keeps the more
experienced or more competitive folks interested and engaged.
