The EPA and WPA sections are counted. You can see this in the Summary or Multiplier Section windows. This has been true for the last ~8years.

My understanding, and how I computed my scores for all three years, is that you get only 1 QSO for a county line station; you get multiple county multipliers with one contact but just one Q. And N1MM does not compute that correctly; it creates separate log entries for the counties but with the same serial number ... and it computes your score too high based on those multiple county line Qs.
Would love to hear if I got that wrong from an authority.
One other thing to compute differently from N1MM is that the PA sections count as multipliers (the other area QPs I'm aware of explicitly exclude the home state sections). So you have to add in 2 section multipliers for WPA and EPA (this assumes you contacted counties in both sections, which of course is true for almost everyone). At least the county line problem and the PA section problem offset to some degree.
Especially being rover (mobile), I have to create a big multi-tab spreadsheet to compute the overall score and scores for each county, then of course laboriously fill in the PDF forms (16 of them this year). By far PAQP generates the most after-contest work of all the QPs I play in. But I still wouldn't miss it.

I assume N1MM scores these correctly, but heard it might not be the case. If I work a station who is set up on a county line, do I get QSO points for each of his counties?
It would seem reasonable, since there would be no incentive to have county line stations if they only count as a single QSO. Once you work them and get all their counties as mults, additional QSOs are worth no more than a one county station, but there is a lot more to log!
